1408691 - Investigate switching dominant colour calculation back to Palette library on x86

Because of bug 1318667, we continue using our own code to determine the dominant colour of a given favicon when running on x86.
Once we've updated the support library, we should check whether we can switch x86 back to using the Palette library again, as it's apparently faster than our own code (bug 1300569 comment 2).
