I see this occassionally. I recently discussed it with someone, can't recall if in a bug or on IRC. Was probably in context with a crash or hang.

I do not have steps to reproduce, nor an estimatation of how often this occurs. But I do not recall a time when ALL tabs failed to restore, i.e. at least one was restored, beyond the default tab.  Should probably look error console after startup.

Last major fix was Bug 894793 - Many open message tabs are gone after a crash or restart of Thunderbird

hmm, I do not recall if this was happening with version 52, or something newer which would have been helped by Bug 1358906

Still happening! Seems to happen upon update.

It could be only or mainly happening to tabs displaying messages that were moved (after tab opening) to other folders by manually running filters.
I'm running Mozilla/5.0 (Windows NT 10.0; WOW64; rv:68.0) Gecko/20100101 Thunderbird/68.11.0
