News:En account name shown instead of non-ascii name entered
build: 0502 branch on windows

This happens if subscribing to a newsgroup by typing URL
(news://news.mozilla.org/netscape) into the URL location bar in browser. And the
newsgroup is on the server which isn't added to your profile yet.


Steps:
1. Type news://news.mozilla.org/netscape into the URL bar
2. It asks you "would you like to subscribe to netscape?" Click OK
3. It brings up "Account wizard"
4. Follow the screen. Don't forget to enter non-ascii account name
5. The last screen (summary) will show you an english account name which is
different than non-ascii name you provided.

I am not sure what does "En account name" mean.

Attachment: Look at "Account Name". It's news.mozilla.org-jeesun

I entered Non-ascii name. Instead of the non-ascii name I put, it's showing
news.mozilla.org-jeesun.

I tried with ASCII name. It does not matter the account name is ASCII or not.
The ASCII account name I typed does not show in the wizard dialog. I got
"news.mozilla.org-nhotta".
Change the component from International to AccountManager.
Jeesun, please change the summary.

Revised steps:
1. Type news://news.mozilla.org/netscape into the URL bar

different than the name you provided.

Reproducible on 1217 trunk build. 
Change the OS information since it also happens on Windows XP (I orignally saw
this on Win 98)
