I am getting this unfortunate issue on a windows desktop with an nvidia quadro 600 (device id 0x0df8 driver 21.21.13.6909).

WebRender seems to otherwise work well on this config, including other drop-downs like the hamburger menu.
Try toggling extensions.webextensions.remote, that might help as a workaround.

This looks like a duplicate of bug 1416729 (Windows). (Bug 1418212 is a bit strange and on Linux.)

I suspect that Bug 1418212 is caused by GLX and widget related problem.
