Allow users to control which one is enabled or all disabled for each chrome_url_overrides properties.


Reasons:
1. "If two or more extensions both define a custom new tab page, then in Firefox the first extension to run wins. In Chrome and Opera, the last extension wins."[1] is lack of choice.

2. https://addons.mozilla.org/firefox/addon/sidebar_plus/ combine provides sidebars and a newtab page, the newtab override cannot be disalbed.

Can we put higher priority on this?

Since Firefox 61 was released users cannot anymore "overcome" overriding of New tab page by navigating to "about:home" because of this bug:

Using the Firefox UI user can only disable whole extension - this is however not sufficient as many extensions can be used even if they don't override new tab page (and same applies for overriding Home page).

I would suggest simple radio button control that would list the default New tab page as first and then the rest of the extensions overriding New tab page.
