1423313 - Standardize L10N mozconfigs.

There is currently bunch of random variations in the L10N configuration that doesn't serve any purpose. Some of this is that they include the platform specific configs (which causes things like https://bugzilla.mozilla.org/show_bug.cgi?id=1400533#c29) but those are needed when we aren't actually compiling anything.

I don't think there is really any way to review or test this without just pushing and building a nightly. So I will do that and trigger a nightly, and then followup with any fallout.

This appears to successfully build L10N packages on all platforms.
