Details
In bug 1446101 the all tabs popup will be converted to the photon styles. This is making me question the items that are currently in this popup.
Right now long-pressing the + button gives you the option to open a new container tab. This functionality is repeated in the all tabs dropdown under a sub-menu.
Undo Close Tab is also in the all tabs menu but the all tabs menu is only available when tabs are overflowing (or when tabs are hidden, after bug 1408061). This seems like a useful option to have accessible at all times, so perhaps it should go under a long-press of the + button.

I don't know why this is repeated. Probably because a longpress is even less likeky to be discovered, then a UI that is only visible when you have a lot of tabs open.

Unfortunatley UI that is hidden behind longpress is most likely UI that most people will not discover. So having this button in all tabs might provide more exposure.
I can not speak for container UI, but for Undo, I would appreciate to keep it where it is now, to be of use to people with many tabs. Stephen and Amy where looking into improving the TabStrip UI beyond what we do here. They see our work as a good first step to that.
