1446395 - Assign context menus in Highlights on a per card type basis

Instead of one context menu list per section type, let's do one context menu list per highlight type. This is needed before we can implement weighted highlights, and will make everyone's lives easier because you don't need to have all these crazy options in link-menu-options.js
