there appears to be no meta bug for the data URL handler, so I'm making one.

My first priority is to look at the RFC and create a really whimpy single data:
URL that I can use as a URL smoketest.

I've created a queries for all data: URL related bugs that are inside
Networking, and put non-Networking bugs in the depends.
