Details
Per the UX spec, the context menu should have options for "Move to Start" and "Move to End" when a single tab is selected.
These should be added under a new submenu called "Move tab" that includes "Move to New Window"

Duping over to bug 1480461 since we shouldn't create the submenu without these two options and we shouldn't create these two options without the submenu. We can add the two options as part of bug 1480461.
