In Bug 1460882 we disabled this.
The define is required when you have a different exe for the child - for example plugin-container. (There is a problem with the layout of the functions in the MinGW build and so the function hooking from the parent wasn't working.)
Currently, this limitation doesn't matter, because plugin-container is only used for GMP (which Tor disables) and Flash on Windows (which Tor doesn't care about.)
But if we move other things to GMP, like we had hypothesized about for other media codecs, then this would become a problem.
