When mouse'ing over the history menu in both the back and forward buttons a
small white box appears in various locations near the menu and the toolbar.

Also:

1: By "history menu" - do you mean the navigation toolbar?
(with back-, forward-, reload-, stop-buttons, urlbar etc.)

2: Which theme are you seeing this with?

I am using the navigation tool bar (with back-, forward-, reload-, stop-buttons,
urlbar etc.) with the Modern Theme.

Sorry, 2002052008.  In addition I have noticed that the white box does not
appear all of the time, but in its place the tool tip text is shown.  I will
keep an eye on it and report on the conditions that are required to reproduce
the problem.

Hmm i tested the same build and didn't notice empty tooltips there.
Did you perform a clean install? (Uninstalling older build first)

Originally I did not do a "clean" install.  I then (just a moment ago)
downloaded the latest nightly build (2002052208) and completely uninstalled the
prior version before installing build (2002052208).  After the install mozilla
started and the behavior still exists (the empty tooltip is still displayed).

May be a theme issue. Do you have extra themes installed?
Does it still occur if you create a new profile?

I do have other themes installed and have tried the classic theme with the same
results (small white box).  In addition I try to run the profile mananger but it
just brings up mozilla and nothing else.

Might I suggest that you remove the tool tips from the popup menu.  They are not
helpful and incorrectly say "go back one page" regardless of where I mouse over
in the list.

I was able to start profile manager after I disabled quick start.  I created a
new profile and again experienced the same problem with the small white box.

I also had a case where the tooltip for the search button was shown as the
tooltip for every menu item in the popup menu for both the back for forward buttons.

I don't experience your problem, but it will be fixed by the patch in Bug
147670.  Marking this as a duplicate.
