I changed the browser from Netscape 4.7 to Mozilla RC2 and although the import
of bookmarks works, the Personal Toolbar remains empty. It was possible to drag
and drop the folder and links, but after a restart they have vanished again.
A compare of the imported bookmark file from a regular created shows that it
differ sfrom some XML attributes.
I also try to import the Netscape 4.7 bookmarks with IE6, export it again and
reimport it with Mozilla RC3, but this was even worse. All links were absolut to
my local directory. :(

To the earlier bug, I found a workaround by creating a new foldder and assigning
it as Personal Toolbar Folder. 

BUT, the drag and drop does not work for this folder.
Somebody really should take look at this/make a test scenario before the final
release.

I have this bug effect and I see some other strange details while in this condition.
Folder rename and properities are prompting the same dialog where the title is:
Properties for "**bm_title**"
When clicking ok in the dialog nothing happens, you can only cancel
No way to D&D something on the toolbar even temporarily.
Installing Mozilla 1.4b (and 1.4a) resulted in a "Bad" toolbar conversion
(because it had been renamed?). The following item from the bookmarks.html file
is the cause of the problems:
<H3 ADD_DATE="1034882173" LAST_MODIFIED="1053614676" ID="rdf:#$UhtWQ3">Personal
Toolbar Folder</H3>
Which does not allow the toolbar bookmarks to show up on the toolbar, nor does
dragging new URLs to toolbar work.

The fix is to replace the ID="rdf:#$UhtWQ3" with:
PERSONAL_TOOLBAR_FOLDER="true" ID="NC:PersonalToolbarFolder"
(The above was created properly when a new profile is created)
