New bookmark confirmation doesn't respect toolkit.cosmeticAnimations.enabled preference in about:config STR: 1. Open about:config 2. Set toolkit.cosmeticAnimations.enabled preference to false and see that "Saved to Library!" doorhanger/panelUI is animated

Yes, sorry, I hoped for some discussion after my comment in https://bugzilla.mozilla.org/show_bug.cgi?id=1459907#c17 I don't like this "confirmation" at all (redundant, and attached, in my case, to misleading place - main menu), but toolkit.cosmeticAnimations.enabled is not about disabling "dialogs/tooltips" - so I mean animation only.

Removing this from weekly regression triage since the dev team has given this a priority. We could still take a patch for 63 or even for 62.

Bulk change for all regression bugs with status-firefox67 as 'fix-optional' to be marked 'affected' for status-firefox68.

[bulk change 69 status -> --- b/c to stop re-triaging old regressions every release]

Triage Owners: please do not set release status tracking flags in new releases unless this bug will actually be worked on
