To enable all Oreo features and abide to Google's requirements [1] we need to actually start targetting API level 26 (Android 8.0). [1] https://android-developers.googleblog.com/2017/12/improving-app-security-and-performance.html

Do we really want to land this before we've landed all the prerequisite changes (new background execution limits, use notification channels because otherwise notifications won't work at all!, etc.)?

No, obviously not. I can not track the totality of this work (I just don't have time), so I'm trusting that the engineers and QA folks will arrange these things so Nightly isn't horrifically broken.
