1477709 - Pinning incomplete URLs from Top Sites fails to unblock intended URL

[Steps to reproduce]:

1. Open an empty tab
2. At Top Sites section, hover on a box and click the edit button from the right top of the box
3. Enter a title
4. Enter a URL that is not complete [misses the "/" from the end, the www, the https// etc.] 
      (Ex: - https://www.imdb.com
           - https://imdb.com
           - www.imdb.com)
5. Click Add
6. Access the added site from the box
7. Open a new tab, hover on the same URL from the box and click the edit button
8. Unpin the URL

[Expected result]:
- The URL unpins and remains in the Top Sites section

[Actual result]:
- The URL is deleted from the box from the Top Sites section

The STR should include blocking https://www.imdb.com/ from top site before adding an imdb top site.

There's also bug 1432306 to restore all blocked pages instead of trying to unblock individual pages.
