This test used to be better with WR enabled on both Linux and Windows. As of bug 1476636/bug 1455422 landing, it's worse on Linux with WR enabled than disabled, and roughly equal on Windows with and without WR.
Bug 1477783 fixed the regression here, things are back to the way they were.
