1482151 - run wasm-misc in baseline and ion optional modes

in bug 1481708 we will get wasm misc running in default mode for firefox and chrome.  

In addition, there will be 2 extra firefox modes:
baseline:
    javascript.options.wasm_baselinejit to true
    javascript.options.wasm_ionjit to false
ionmonkey:
    javascript.options.wasm_baselinejit to false
    javascript.options.wasm_ionjit to true

this bug will be for implement that and the support for this needs to be implemented in raptor first which is in bug 1482149

also move wasm-misc and unity3d from tier-3 -> tier-2.
