Bug 1469684 implemented a fallback to use the existing strings, when they are missed in the new locale. Now with the problem of not packaging the FTL files into the XPIs this helps to look the UI not broken.

Jörg, you can test this with the XPI from bug 1481852 which has the strings not updated. Straight port of: https://hg.mozilla.org/mozilla-central/rev/4ef564f7ffe2
