To reproduce:
- Launch apprunner
- Press Alt+E to drop down the Edit menu
- Press the down arrow key a couple of times

Result: You switch between Wallet and Preferences only.

Expected result: Disabled items should be selectable using the cursor keys as
well. That is, pressing the down arrow key should go through Undo, Redo, Cut,
Copy, Paste etc.

Why do I care if I cannot keyboard select a disabled item?
Status: RESOLVED → REOPENED
Because it's a major usability problem for people that are used to using the
keyboard to navigate in applications. For example, Alt+<menu accelerator>+<up
arrow> should always take you to the last item in a menu - and because of the
way things are in 5.x, this doesn't work. Reopening, cc'ing the UE folks for the
final word on the matter.

Reopening. This is a major usability issue for Windows users; if it's really
intended this way, I'd like to see german or another usability engineer mark it
as WONTFIX. Thanks.

I'm not pressing for urgency, so if this is a simple issue, could it be 
eventually done anyway? I do not like the idea of adjusting dynamically the 
number of actions a user must perform to reach a command. 
The current behavior as of at least March 21 (see bug 32685) is that the 
disabled items are not skipped.  So I'd say that this bug is resolved.
