This is happening on latest master.
There have been many bugs around this Undo toast button lately.
First, the behavior changed and instead of going to latest open tab, the tab tray is open now (Bug 1477658)
Second, there was an issue because the Undo toast button was not shown on private mode, but it was finally added as per bug 1474519.
Now the Undo toast button appears but nothing happens when tapping on it. The tabs are not restored.
I may have missed the latest decision about this, but if it is shown, it should work or it should have been removed...We would need to know the expected behavior to have the test implemented accordingly.

On master, undo close all private tabs is removed as a feature, we felt it didn't make sense to give the impression that private tabs were being persisted in any way, and the feature was buggy.
Do you have latest master? It is commit 6631ebf595870f734929f898d8d5c424472bcf6b
confirmed with Isabel this is no longer an issue
