Due to bug 1485569 and bug 1490060, I'd like to temporarily disable the local action for add-on studies. It landed late in the beta 63 cycle, so this disabling will also require uplift to beta.

I realize that simply disabling the local action won't be enough, since the original patch also removed the driver functions. I'm going to work on fixing the problems instead.
