Overriding the Home Page URL has been a target of hijackers and search providers for a long time and has potentially negatively affected users and Mozilla.

This feature represents efforts to ameliorate this situation.

No, I don't work on this part of Firefox - did you mean a different Mark?

Probably me. The specific thing we're working on for 70 is just bug 1535049. I've started work on it, it shouldn't be a massive change.
