Arcanist doesn't currently update the summary when a revision is updated and the commit message changes (see bug 1476425). We can do this in moz-phab, however, via the Conduit API, which should be relatively safe from Phabricator changes.
`arc call-conduit ..` makes hitting the conduit api from moz-phab pretty painless.

WIP Proof of Concept. Uploads the title and summary every time which is
a bunch of extra work. We should try to make the upload conditional.
Update the commit title and summary in Phabricator to match any changes
the user may have made to the commits in their local tree.

Is that really fixed? When I updated a commit message it is still not reflected in the revision in phabricator:
