when i right click buttons(home;bookmarks) on the personal toolbar, it doesn't
bring up the popup menu. i only get the popup menu, when i right-click elsewhere
on the personal toolbar, but i'm still unable to add any new folders(buttons)
this way.
Reproducible: Always
Steps to Reproduce:
1. Just try to right-click it...
Actual Results: it didn't work properly
Expected Results: displayed the popup menu?

Is this Bug invalid?
IMHO there shouldn't open a popup-menu...

The "New Folder..." bit is bug 134620.
