Details

A friend commented that the ability to save open tabs (just URLs or maybe even
snapshots of the page, retrieved through cache) would be a welcome enhancement.
bug 102130 is fixed, so groups of tabs can be saved. Autosave is bug 36810.

Looks like bug 36810 is mostly what I was looking for, but not just on crash. 
Possibly have a pref to save on normal shutdown and restore again (possibly with
prompt) when restarted?
bug 159357(Add "Last tabs visited" to Navigator startup preferences.) has a nice
description of what you appear to be asking for
Duplicate of bug 118835(start up with default set of tabs (bookmark group as
home page)).  

bug 141907(place "home page" setting in bookmarks file) may also be of interest.  
Bug 159357 would appear to be what I'm asking for: basically save what tabs were
open when shutdown occurs, then make that a homepage option, loading all those
tabs back up on startup again, similar to the last page visited homepage option.

I also like the idea of bug 36810, saving them on unclean shutdown (ok, I'll say
it, "crash"), but this is fortunately happening less and less.  Of course this
would require continuously saving a list of open tabs.
