Steps to reproduce:

Trying to open a new tab with ctrl+t or reloading the page with ctrl+r results in the letter being entered in the address bar because the ctrl modifier is dismissed.


Actual results:

1. Click on the address bar.
2. Press ctrl+t in order to attempt to open a new tab.
3. Opening a new tab fails because the ctrl modifier is dismissed. `t` will be entered in the address bar of the current tab.


Expected results:

A new tab should have been opened.

If I try ctrl+t around 20 times it will work a few times but most of the time it won't.
