It turns out that I fixed bug 1504194 incorrectly!
The right way to fix it wasn't by adding eTLD+1 checks, but rather through doing what I later on ended up doing in bug 1509691.
With that bug fixed, the eTLD+1 checks in the anti-tracking backend are redundant now and can be removed.
