Move new Junk Messages to local folder is not working

Steps to reproduce:
For a hotmail account, I have a folder named "junk" with the properties attribute "when getting new .... check this folder" checked.
I have the global junk preference "when I mark ... as junk > move .. to the ...junk folder" set. This part seems to work correctly, in that email that is junk is getting to this folder. BUT I also have the Junk Settings for this account attribute "Move new Junk Messages to: > other > All.Junk on Local Folders" checked/specified.
Actual results:
Junk mail that appears in the Junk folder of the hotmail account is never moved to the "All.Junk" local folder. If I can get this to work for this hotmail account, I want to duplicate it for another hotmail account and a gmail account.
Expected results:
According to my read of the instructions, the junk email should have been moved to the "All.Junk" local folder.

I believe we close bug 1367443 yesterday. Here the problem is slightly different with a local target folder involved.

Created a filter that moved the messages marked a junk from IMAP folder to a local folder "All.Junk" without fail in the latest beta.
However, I did have to turn off the automatic move settings in Preferences -->Security and set the Filter option to "Filter after Junk Classification" which seems logical given the filter.
