Yep good point, that's a bug in our triage and tracking process. I'll bring it up out our retrospective.

I added a Nightly-only release note:
Tabs can now be pinned from the Page Actions menu in the address bar

I verified the fix using Latest Nightly 68.0a1 and beta 67.0b8 on Windows 10 x64, Ubuntu 18.04 x64 and macOS 10.13. Everything seems to be working perfectly.
