When I am prompted to restart and I accept, Firefox is closed but never restarted.

This is likely another fallout from the recent changes described in https://groups.google.com/forum/#!topic/mozilla.dev.platform/Vz-L_of5WZE.

It's bug 1518639.

Possibly, this might be a duplicate of bug 1533708. I'll check if it still happens in today's Nightly.
