If a window is displayed that does not have the browser controls and its necessary to scroll the content then one of the scroll control arrows is missing. This problem has been in Mozilla for a long time. Its also in Netscape 7.0. This is a MacOS X problem.
Click on begin learning and then resize window to see problem. Note: this is a MaxOS X problem.
Confirmed using FizzillaCFM/2002061014, but only if one and only one scrollbar is displayed. If both scrollbars are displayed, the problem doesn't occur. Reducing Severity to minor since the workaround is to manipulate the scroll elevator in place of the missing arrow. -->XP Toolkit/Widgets

The down-arrow is there, but is covered up by the resize window handle. If you carefully position the mouse below the rounded scroll-bar area, but just above the window resize area, you can engage the down arrow.
