Since flashing and animation can trigger migraines, vomiting, and even seizures, this is an accessibility problem.

Related: bug 449531 and bug 667357 older settings didn't work, this is an old problem.

bug 1539319 front-end settings don't work, refers users to Google Docs which has its own accessibility problems.

bug 1556123 front-end settings don't work.

bug 1635281 add more of the back-end options in about:preferences.

bug 1650711 add more of the back-end options in about:preferences.

bug 1681603 front-end settings don't work.

Please see the new wiki page for blocking autoplay and see if using other policies works for you. The front end work has been done already, now you can select block video or block both video and audio.

If you insist that autoplay can't be played unil you click on them, then you should use click-to-play (media.autoplay.blocking_policy=2), but as I mentioned in bug 1539319 comment12, we don't guarantee that that policy works for every site.
