[Prerequisites]:

• Have the "browser.newtabpage.activity-stream.asrouter.devtoolsEnabled" pref's value set to "true" in the "about:config" page.

[Steps to reproduce]:

1. Open the browser with the profile from prerequisites.
2. Navigate to any website and click the "Bookmark this page" button from the right part of the "Address Bar".
3. Hover the "circled i" button and observe the behavior.

[Expected result]:

• A tooltip is displayed.

[Actual result]:

• No tooltip is displayed.

[Notes]:

• This issue is also reproducible with the "Dismiss" button.
• Attached a screen recording of the issue.

You can enable it like this (tested last week with 68.0 beta 13):

1. Switch the "browser.newtabpage.activity-stream.asrouter.devtoolsEnabled" pref in about:config to "true".
2. Open a page.
3. Bookmark it.
4. Move the mouse over the "x" designed to close the hint about syncing bookmarks.

Hi Monika, you can try the following steps in order to trigger the Sync to CTA message on latest Firefox Nightly:

[Prerequisites]:

• Have the "remote-settings-devtools" add-on installed.

[Steps to reproduce]:

1. Click the "Remote Settings Devtools" button from the top-right part of the browser.
2. Select the "Stage" environment from the dropdown placed in the top right part of the page.
3. Click the "Clear ALL local data" and the "Clear poll data" buttons.
4. Click the "Poll server" button.
5. Bookmark 4 websites and restart the browser.
6. Navigate to any website and click the "Bookmark this page" button from the right part of the "Address Bar".

Hi Monika, the message is set to be displayed, on the same profile only once per day and for a maximum of 3 times per profile.

All the info (bookmarks, passwords, user preferences) are saved in a location diferent from the Firefox installation folder, so in order to trigger the message after it was displayed for three times, you will have to create a new Firefox profile.
