The Classic theme is currently using the same icon for the tabs-newbutton as the Modern Theme. http://lxr.mozilla.org/seamonkey/source/themes/classic/global/icons/tab-new.gif It should have an icon that matches the style of the other icons in the Classic theme.
Adding a Classic styled icon for new tab.
Related: bug 112769 John, I don't know if you read the discussion there. At least Bug 112769 Comment #71 says that it is *not* the same icon and that the classic skin maintainer was involved. I don't know if those people will be aware of this bug here (different component), so you may have to contact them if you want to further discuss it... (Personally the current button looks too modern for my taste, but your proposal looks like a get mail button or something, not really better - just my $0.02)
It may have been polished a bit, but basicly it's still the same style as Modern's icon, and it just looks out of place in the classic theme.

Summary: Classic theme should have it's own new tab icon → Classic theme should have its own new tab icon
Why not make the icon a scaled-down version of Composer's New Document button? This way, Modern's New Tab button and Classic's New Tab button would both be a page w/ a star on it.

Summary: Classic theme should have its own new tab icon → [RFE] Classic theme should have its own new tab icon
I vote strongly for the proposal in comment #4 (or something similar): modern and classic would have a basic similarity, but classic *really* looks classic, then. The attachment of comment #1 seems not very suitable to me: it indicates that there is something to be downloaded (arrow) and the green color almost cries: "I will get red under other circumstances" - but it won't... So here are three possible button designs based on composer's "New page" button: left one is just a plain copy, middle one (white) looks fresher, third one has additional lines (imitating the modern one). I know that these do not look as smooth as the current one, but this is classic, folks! Modern is the place for smooth things... If you like one of them I can of course attach the respective icon as a gif with transparent background. I can also add a shadow if you feel the need for it (I don't).
I don't think I like the piece of paper standing straight up in mid-air. I still like either Andreas' first or third suggestion.
