The "go to home page" bugzilla icon in the header doesn't link to the home page when in the bug form

STR:

  1. Go to the bug form (eg https://bugzilla.mozilla.org/enter_bug.cgi?product=Toolkit&component=Form%20Autofill)
  2. click on "Bugzilla" at the top

=> notice this goes back to the same form.

Instead this should go to https://bugzilla.mozilla.org/.

This fix will be going out today, along with the new colors.
