This regression was introduced within the last two weeks, I guess.
It occurs randomly when hovering bookmark/history sidebar entries and when loading websites (especially when the URL tooltip shows up at the bottom). No real STR yet.
(I noticed bug 1555969 for the first time today, maybe it is related.)

Comment 1 is reproducible for me with my main profile (which always restores some app tabs), but only with gfx.webrender.split-render-roots;true.

(Related: If bug 1558135 touched borders, it might be the cause I don't see bug 1555977 as often as before: Sometimes there is still some blinking, but only for a short moment. I don't know.)
I've reenabled document splitting after bug 1565910 landed and haven't seen it so far.
bug 1568684 indicates that something is still wrong though.

hmm? this bug is filed against document-splitting, while bug 1568684 isn't. I would expect them to be different problems? Or am I misunderstanding here?

Yes that's correct, I saw this problem only with document splitting so far. (comment 2)
My subjective perception in the past was that document splitting felt a bit heavier on this Macbook than without. But things have improved, too!
I've put bug 1568684 into "See Also" as it's the only other "urlbar border is somewhat corrupt" bug.
If I don't see this the next two weeks it will be closed as WFM.
Please only be worried about bug 1538540 at this point which is similarly intermittent like hell. ^^ (Or bug 1565809.)
