STR:
- Run with
MOZ_ENABLE_WAYLAND=true
on Ubuntu 19.04. - Go to https://invidio.us/watch?v=eYvsIenveTY
- Enable fullscreen video by pressing F with the video focused.
Video frequently does not fill entire screen and is cut off by blank areas. Can happen without Wayland enabled but is much harder to reproduce.

This sounds like a duplicate of bug 1559518 comment 4. I have a patch for that should hopefully fix this as well.
With Wayland it happens at 100% zoom.
I tested the Bug 1559518 Comment 11 try build artifact but unfortunately it does not fix the issue.

It happens with X11 too. Probably not wayland issue.

Probably duplicate of Bug 1560272.

Is this resolved now that bug 1560272 is resolved?
I will test it when Wayland gets fixed (Bug 1560545).
It now works consistently on latest Nightly 69.0a1 (2019-06-26) with Wayland so I'm resolving this as a duplicate of Bug 1560272.
