We need to prevent bug 1510212 for users who'll upgrade from TB 52.x

To do that, we need to backout
https://hg.mozilla.org/releases/mozilla-esr60/rev/300efdbc9fe1
(and https://hg.mozilla.org/releases/mozilla-esr60/rev/3bed863ee656 ?)

from the Mozilla branch used by TB 68.

This is necessary, because we haven't yet worked out a more general solution in NSS/FF. I'll finally file a separeate bug to track that (as suggested in bug 1496736 comment 32).

Approx 3.5% of TB users are on some flavor of 52.x (based on hackishly derived stats from crash-stats). Impossible to say what percentage would willingly be upgraded to something higher, if encouraged. But it's still likely a large number.
