The update agent will be written in Rust and will need access to the update URL. This will need to be determined without access to the app.update.url pref.

Additionally, this functionality should respect the enterprise policy that sets the update URL. The policy engine will not be available outside of Firefox, so all possible policy locations will need to be checked individually.

Whether this will duplicate or replace the existing update URL generation mechanism is still an open question.
