+++ This bug was initially created as a clone of Bug #1568994 +++
Bug 1568994 moved the app.update.url pref to the policy engine. Bug 1458308 moved app.update.auto outside of prefs as well (although, not directly into the policy engine). This ticket tracks possibly moving more relevant settings outside of prefs: at least app.update.service.enabled and app.update.BITS.enabled, both of which are relevant to the Background Update Agent.
