Steps to reproduce:
Load the test case attached.
Expected result:
The inner column should be fragmented into three outer columns, each has the same height.
Actual result:
The inner column is not balanced.

Attach the screenshot of multicol-balance-breaking.html that renders incorrectly.
Luckily, this bug is also fixed by bug 1575106, but I think it's worth to add the test as a reftest.
