- Open Firefox.
- Observe browser controls.
Expected result
- The browser controls are visible.

- The browser controls are missing.

- First bad: 2019-08-24
- Last good: 2019-08-23

- I am not sure this is the correct regression, but I ran mozregression twice and I got the same result.
Additional notes
- The controls are functional, they just aren't visible.
- I can reproduce the issue on other windows as well, such as about Firefox page, Library, Browser Console etc.
