1577132 - Add PDF and SVG to Open With menu on Windows 10

Firefox is not listed in the Open With menu for PDF or SVG files. These file types are also missing from "Settings->Apps->Default apps->Set defaults by app->Firefox". Both Edge and Chrome are listed in Open With and also have those file type listed in their respective "Set defaults by app" screen.

While filing this I found bug 1197191 which is marked as fixed but the comments only mention Windows 7, so I'm not sure if it regressed or if this is due to the changes in Windows 10.

I tested this on a clean install of Windows 10 Pro (via Windows Sandbox) with Firefox 69 Beta.

It was an intentional decision to leave out these file types as well as a few others we support opening, apparently on the reasoning that we don't always provide a great user experience for them, but that decision was made some years ago and I filed bug 1573267 because I'd like to revisit it.
