POP download of mail fails at TB start-up if "Local Folders" is the default account

This was observed in bug 1584060 comment #55.
Aceman, TB 60 behaved differently, so when has that changed?
Local folders cannot normally be the default account. Not even if the last normal account was removed.
but if a user has it already set as default for some historical reasons, we do not always fix it (maybe when a new account would be created).
There is bug 880602 for this where we intended to automatically pick up a better account if one is available. The reporter in bug 1584060 seems to have better accounts available.
This happened to more users in the past, that is exactly why bug 880602 was invented.

Maybe we should fix this one day since bug 1584861 has five duplicates. That bug looks a lot like bug 854098.
I provided a fix, which was rejected so far. I can see if anything can help there.
