1585620 - Create a standalone page (about:certificate) for the new certificate viewer

Currently, when accessing the about:certificate page an error is returned. The only way to get to the about:certificate page is to view a specific certificate either from a website info page or from the about:preferences#privacy section.

Seeing as we don't have anything assigned to about:certificate, the information we have in the Certificate Manager (from the preferences section) could be moved to this page.

It would be super nice if this page allowed you to upload a certificate (or certificate chain), in much the same way that Certainly Something does.

The implementation of the new about:certificate page was completed.
Marking this as verified fixed and the remaining work and fixes will be tracked separately in the linked bugs.
