[Tracking Requested - why for this release]: We'll want to uplift this to 70 release if the gradual rollout in bug 1587357 is successful (or back it out of 71 beta if it's not).

We have 2 weeks till 71 release and no other 70 release planned. At this point, wontfix for 70.
