15994 - table background isn't cut at the borders, but repaints correctly

TABLE and TD backgrounds doesn't clip at the table border when first drawing, but get fixed after a redraw. Breaks graphs created with BACKGROUND and WIDTH. The sample works in other browsers.

Waqar, I'm not seeing the problem on WinNT. I needed to add <base
href="http://www.kvantum.hu/test/"> to the page to see the images.

I am able to reproduce this problem on linux, 10/19 build. It only happens the
very first time. If reload button is pressed it fixes.

Looks fine under the 1999110808 build (under Debian Potato).
Rendering in the first time gets the same result as in NN4.
