Brief Description of the request (required):

Enable and observe the use counters implemented in bug 1588194 for unimplemented Window (and HTMLDocument) use counters for a week in the beta channel by flipping dom.missing_prop_counters.enabled to true.

Business purpose for this request (required):

This supports the webcompat metrics project.

Requested timelines for the request or how this fits into roadmaps or critical decisions (required):

We've asked stakeholders for priority signals. I assert we should go ahead and do the collection since the pref flip itself is low-effort, and we'll prioritize analysis according to what we hear back.
