In bug 1500321, we made always-target only work when tasks_for == "hg-push". This was the simplest solution that avoids running the same 15 tasks every time we schedule cron or an action. This came to a head once we started running l10n-bumper every hour (bug 1481916), resulting in dozens of source-test tasks running on the latest mozilla-{central,beta,esr68} revision.

Tom had suggested maybe moving the always-target logic closer to the target tasks logic. We likely want to rethink how always-target works in general, hence this bug.
